Nigeria: Short-term Technical Assistance to ECOWAS Public Finance Reforms

The overall objective of the project is to support the ECOWAS Commission in implementing its regional strategy and pursuing its mandate in a more efficient and effective way, through a better management of its resources.

  • Institutional reforms and capacity strengthening at the ECOWAS Commission in order to:
    • Achieve compliance of its procedures with international standards on accounting, audit, internal control and procurement;
    • Ensure a more efficient management of the 10th EDF resources, and ensure compliance with EDF rules and procedures;
    • Ensure reinforced coordination with the West African Economic and Monetary Union (WAEMU) Commission, as well as coherence of EU support with other development partners’ interventions.

Thus, the specific objective of this contract is contributing to the achievement of the overall objectives of the financing agreement by providing short-term experts for the preparation and implementation of the following specific activities:

  • Prepare the terms of reference for the TA for service contract for result 1.
  • Prepare the ToR and support to recruitment process and management of the grant.
  • Support the Regional Authorising Officer, in the management and monitoring of projects and programs included in the European Development Fund under the 10th and 11th EDF RIP technical, administrative and financial management.
