The fulfilment of the political criteria on the way to EU accession required Croatia to ensure the "stability of institutions that guarantee democracy, the rule of law, respect and protection
for human rightsand the rights of minorities" and encourage the existence and development of an active civil society. The project aimed at enabling the quality assessment of project proposals, based on standardized assessment criteria, for the civil society sector based on standardised criteria and thus enhance the role of CSOs in achieving consistent application of the principle of good governance and sustainable development in Croatia.
